"Latency indeed depends on the plug-in that is loaded and the filters enabled as you correctly pointed it out. 1.09ms is for the stereo 2 way, including ADC/DAC path.
The latency is indeed fixed once the filter enabled. You could expect that by enabling LR filter (4th order) you would get up to 2.5ms or so once again from ADC to DAC.
